Is 6 gauge welded wire fencing enough to keep black bears and coyotes out of a kennel built for puppies? I don't want to go electric for perimeter fencing.

Just deterrents. Anything that wants in will get in. A full sized bear can go through it. Yotes can dig under it, as can a determined bear.
The problem you have, anon, is that anything strong enough to keep a bear from going through horizontally is also going to be strong enough for it to climb over.
