Locals are agitating for a government-funded community center. But our city's finances are poor. Now that I am on disability, I have the time to organize a DIY community center planning and building. But I was raised in a white area and we just had business (restaurants, move theaters, supermarkets, etc.) so I am not sure what types of services we need to offer. What should the community center offer to local youths and adults?

Make the indoor space multi-purpose by design. Basically, a school gymnasium. You may want at least one room to act as a classroom for teaching. A community center is great for teaching life skills that school doesn't teach. Another good thing to include is a kitchen so people can host events with food. Consider looking at what services are offered by other community venues and seeing what is in your budget to replicate. Having two or three change table equipped, single occupant bathrooms means everyone can shit in peace if need be as long as at least one is wheelchair accessible.
