Use a clamp meter to determine whether it's live or not. If it's live then you should replace the wire with Romex, and run it through conduit around the plumbing. It should also be on a GFCI breaker.

That doesn’t change the fact that you can’t just stick a clamp meter around a cable with multiple wires inside and tell if it’s live. Current =/= live wire, also you would have to cut the outer sheath of the wire which doesn’t help with the concerns of moisture unless sticking in a couple of water tight junction boxes and conduit would solve that fear, but I’m too lazy to find out what code says it should actually be.

I would be. I'd get that plastic shit out of there and put copper in. As for the electric, yeah, it should be replaced. Like with the plumbing thought, it doesn't 'need' to be replaced but if a good excuse ever comes along, like a bathroom remodel, it should be on the list of things you fix. Likely the whole house is full of it though. The only thing I would do right now is run a vacuum over all that debris.
