No, I think you need an asiatic but not skinny build to pull that off.

The cap works because it's just an upmarket version of a cap that's common among working class men in the country.
The jacket has that shoulder layer that's seen in some naval or maritime coats but more commonly in riding coats and appropriated by some rustic-themed rain coats.

I wonder if he would pull it off as well if he didn't look like an office worker?
His sweater is really nice though.
FYI we've been admiring his look in /k/ for years.

the sweater can be found akin to any quarter-zip type. you're just looking for material. personally, I would find the button/loops on the one in the picture to be tacky, but again, it could work depending on location and build of the wearer. jacket can be found in milspo or techwear styles most likely
if you want this look, start with black straight/looser levis, chelsea boots, and look for gray knit quarter zip or quarter button.
it's actually a pretty normie fit, it's just more about the setting and weaponry that makes it cool.

The fit of the sweater with some casual folds is nice.
The buttons are probably leather knots, silk knots are traditional for robes in a lot of steppe cultures so would be a natural aesthetic for a local designer to reach for.
