If the sleeves don't sit right for your shoulders, or are too wide, discard it. You'd have to basically re-do the whole thing.

You can wear a tweed blazer somewhat oversized. Live a little.
A relaxed fit can look great, especially if you wear it open and rest the jacket on your arms, with your hand(s) either in your pockets or behind your back. Folded up sleeves to reveal layers underneath can also be a good look if they're too long. Just make sure the rest of your outfit is well put-together such that it's obvious you have an idea as to what you're doing and didn't just throw on your father's jacket.

Of course, people in the know would immediately be able to tell that the jacket doesn't fit perfectly, but 90+% of people have no real clue and don't really care. And even among people that know only the spergs can't appreciate something that looks good only because it doesn't conform to tailoring norms (which aren't so rigid anyway). If you have outfits you think it looks good in, wear it. Put a chunky pullover underneath to fill it out more, which is one reason why owning an oversized jacket or two is borderline mandatory for winter anyway, as they allow you to wear thick wool clothing without looking like the michelin man.
Although if you have someone in your family or friend circle that it would fit better, it'd make for a great gift on the right occasion.

Separate advice: If you work out, you'd eventually fill it out better, especially in the shoulders, and judging from your pudgy neckline you could definitely stand to get into better shape.

You can shorten the sleeves and take in the torso, but it the shoulders are too big it's over. To make shoulders smaller you have to take the jacket apart and it's more trouble than it's worth.

Burn the ill-fitting pants (the rise is the only good thing about them) and the shirt, replace them with black or khaki trousers and you're good to go.
