As in: made from real leather, water-resistant etc…They then put out a listing for manufacturers. Every manufacturer who can meet production numbers can apply.The manufacturer who can meet those minimum requirements for the cheapest price gets the contract.You do get better boots than similar priced mall brand ones because the minimum requirements have to be fulfilled. But compare these with actual higher quality boots and you can see they’re pretty shit.I like my m77 boots and surplus stuff. But it’s far from high quality.
