The real question is why you're posting about garb for penitents on /fa/. Don't get me wrong, we all need to be more aware of our need to be penitent, but how does this relate to fashion for you?
That said, in the US? Absolutely would be confused for a Klan robe and a good number of people wouldn't be interested in an explanation. Those same people would likely be even more upset once they find out it's a Christian thing anyway.
