This was a thing in southern Europe. The fashion after the napoleonic war was 3 piece suit + an overcoat/paletot + tall boots. This would make you sweat in the heat so Italians started wearing thinner suits with the overcoat draped over their shoulders so their armpits could breath better. Gradually people started doing this with their jackets as well. I think some modern attempts to do it are attempts to emulate capes (loden capes for example) that were popular in the mid 18th to early 19th century as hunting gear.
