When it's hot you're supposed to wear looser fitting wide legged pants. They not only keeps you cool by letting plenty of air blow in and out through the leg openings, but also protect your legs from hot winds and sun exposure. Shorts are for when you're at the pool or the beach, so that you don't get your pants wet. They aren't hot weather clothes.
