Shimokitazawa is on the top of my list.
Shibuya on the bottom of my list, i'm afraid i'll only find either polyester shit or $300+ pants there, and i don't want to be overwhelmed.

I'm looking for middle tier brands, city boy fits in cotton, but not overpriced.

The best store in Shimokitazawa is Velvet, but it sounds like you can't afford it....
The best stores in Shibuya are Archive Store and zsc2049, but it also sounds like you can't afford them...
Shimokitzawa, overall, was really overpriced and picked over American thrift garbage. It would be like flying to NYC to try to buy Japanese clothing at a premium, which doesn't make any sense to me.
Honestly, buying clothes in person in Tokyo doesn't make sense if you're looking for second-hand. Just use Y!AJ/Mercari and ship to your hotel for better prices and selection.
My personal favourite neighbourhoods for shopping were Ebisu and Daikanyama. The clothing shopping in Ebisu is decent to good and affordable (Kapital & Yaeca are both there), but they have a lot of good art bookstores and homewares places (POST, PFS, SOMEWHERE). Just spend the morning at TOP Museum, grab lunch at the Blue Note next door, and then head south, hit all the Kapital stores and explore, then in the afternoon/evening go north of the JR station and explore that half.
Daikanyama, start at the T site, just walk south, explore both sides of the road, a lot of weird denim shops, and the back streets have a great MHL store, plus cool cafes and galleries if you're into that.
Since you're poor, I won't recommend anything in Aoyama, but it's great, too, because you can literally switch from shopping to going to museums all day there.

BEARS is worth the trip and the whole neighborhood is great and comfy. The staff is super friendly and the selection is 8/10 nice. I love TCB jeans and the baggy 50s were a great price with the exchange rate rn.

yeah, right there. retail people are pretty nice all over tokyo but i enjoyed the shopping experience there the most, genuinely cool people and not too busy since it's a little hidden as you pointed out. buy a cassette tape if you're into that, they usually have pretty good ones (i picked up rezzett last time i was there). you'll also be 3 minutes from the comme des garcons store (not DSM, though that's worth checking out as well, even if you don't buy stuff, since their space is just super cool).

For gods sake, please don't watch these cannibalistic youtubers. These people are parasites that only feed you low level recommendations and shit up districts in the process before moving onto the next one.

You will get more out of buying second hand, especially if budget is a concern. One issue with shopping online is that you will often experience feedback where you keep going after the same brands over and over; shopping in person is a different experience because you're more likely to stumble on something by chance, but it's less efficient. Reuse shops tend to carry items associated with the district that they're in, e.g Aoyama ones tend to carry CDG, Yohji, Ginza ones tend to carry more western brands, tailoring etc

Here are stores and areas I would recommend, note that not everything will be applicable to you
>Aoyama
High end but not flashy like Ginza. Worth visiting to look if nothing else.
>Nakano
Broadway is better than Akihabara and the side streets have yet more vintage shops
>Koenji
Shimokita but not ruined by bocchi. Both districts have countless independent vintage shops and both are youth subcultre epicentres.
>Unstitch
In koenji. Store has full inventory online and only a limited amount in the shop, but if you show them something on their site they can pull it out for you. Mix of styles, fair prices
>Brooch
3 branches. I've only been to Aoyama and Daikanyama. Both great, wide variety of stuff, fair prices. Probably not too Popeye-esque but worth a look.
