My pick is usually going to be a straw hat since they are good at protecting your head and look better than a baseball cap, but the tie on a short sleeve shirt might look pretty goofy with it. I'd just roll the sleeves up on a dress shirt then it would pair fine with the usually dressy straw hats while also looking casual.
