Because faggots started pushing low rise pants in the mid 2000s after niggers made saggy pants popular in the late 90s and 2000s. Then manufacturers saw dollar signs in their eyes because they realized they can save costs on fabric and make more profit by charging the same price or more by calling it fashionable. Same reason why skinny and tapered cuts became the norm.

Now for over two decades men have been conditioned to think that wearing pants at the proper waist is for "grandpas", while sagging like a nigger/faggot is stylish. Even when zoomers wear mid or high rise pants, they sag them like low rise because to them that's the only way to wear pants.

It's like an inch or two of extra fabric, it matters a lot less than you think it does. Also pant rise getting lower has meant tops have needed to get longer to match, and a longer jacket is usually more expensive to make than a higher rise pant.

Fashion changed from handsome/ distinguished being valued to sexy/hot being the primary trait desired and with youth culture being the driver of fashion starting with cultural revolution of the late 60's. Boomers, then genX and finally millennials were rejecting classic menswear during their younger years as being old fashioned and out of touch. This ironically drove it to become business wear, thus lessening it's influence on fashion culture, and classical menswear's emphasis on traditional proportions went out as old fashioned with it. While pant rises had been coming down since their highest high in the Edwardian period (think ribcage height for formal wear), they sat around the natural waist from the 20's until about the 60's. After that fashion started to change with lower rise pants increasingly seen as youthful as sexual liberation allowed more and more emphasis on the pubic region. This would continue until pants pretty much bottomed out in the mid 2000s with the skinny jeans look of emos and scene kids that had previously been wearing low rise women's pants, which then got commercialized as men's pants that practically showed off their pubic hair with how low they were. Thr effect of ~40years of decreasing pants rises was that what used to be classic height is now ultra high rise and impossible to get outside of niche or custom, and no large chains wanted to make anything considered stylish for grandpa.

The trend does seem to be slightly reversing however, genZ and possibly genA seem more interested in classical tailoring than previous generations likely as a way to stand out, and the old Apparel Arts and other fashion plates from the 30s are becoming starting to become popular and considered a good look again.
