This was a niche genre back then. Especially the fear before the march of flames.

Because that's when the first millennial turned 30 and they finished turning it from cool rebel music into a lame fatso genre the way their grandparents parents had started doing but didn't fully succeed in.
Plus people got insanely litigious between 1994 and 2010 so residential Band practice or concerts just stopped being remotely possible.
Raves had a similar problem but ravers are more resilient and can scatter more easily.
