went to my usual barber and asked for this exact cut showing this exact picture
I didn't think anything of it but the usual barber wasn't there and I got handed off to a barber (scrawny black dude) I hadn't seen before since I was just a walk-in
He did an okay fade on the sides but like.. just.. refused to touch the top almost entirely?
I tried to style my hair slicked back as the picture shows and when I asked and addressed him about the areas that didn't look right or seemed like they were folding over wrong he just said I needed to grow it out more?? (even though it looked too long in comparison?)
When I asked if he was new to that shop, either he didn't hear the question right or purposely chose not to address it because all he said was that I could pay the main guy at the front (usual business)
I'm assessing the cut now after my shower and it's just my usual haircut but longer; and I'm not exactly happy

this seems happens every time I try to get this haircut. What do I need to do or say to finally get someone to give me this cut properly? besides not letting this guy touch my hair again and just waiting until one of the more regular barbers were ready.

It's not one of the factors, but usually a good barber will try to get your shit right no matter what you ask for. If they thought your haircut was "problematic," they simply would refuse to serve you. No barber wants to get a reputation for being the one that fucks up haircuts because he doesn't like you.

you do understand that your hair needs to grow in the right pattern/direction for this to work, right? Your hair probably doesn't grow at the right angle and thus tends to stick out or fall down instead of laying smoothly on the side when slicked back
either post pic of your cut or you just don't know what you're talking about and they suck at telling you that this cut doesn't work with your hair

my hair is plenty long on one side to have begun the process of shaping it down and blending it into the target cut
because I was rocking a part, the other side is much shorter but I already expected this to be a 1-2 month transition
as you could see, the guy didn't even really attempt to blend it in at all; just a basic fade + part combo even with all that length available which is what I already had

There is nothing good that would come out of this, even if the barber cut your hair exactly as you dreamt it wouldn't make a difference. You're going down an extremely unfullfilling path.

they cut it way too short way too high up, especially in the back
it might be worth it to go to a barber that cuts by hand instead of just using a machine because it looks like he was just too lazy to properly taper the sides
the original cut is disconnected but there's more of a intentional transition
keep in mind that your inspo pic has very dense and fine hair that lends itself to this style, your hair is thicker and slightly more sparse in comparison, which will make this cut look different no matter how masterfully executed
also, a big aspect is, as I anticipated, that your hair growth direction is very different from the ispo pic
if you look closely you'll see that your hair growns in a burst from a twirl starting at the back of your head in an upwards counter clockwise manner and thus up and forward in the area where the fading would be, which is the direct opposite of the inspo pic where he has a cowlick at the hairline that makes his hair grow down and back, which is ideal for this hairstyle
your hair will likely never lay this nicely in that region for that cut, it might always stick out and fall out of like if you try to style it that way because it goes against the natural growth direction
it would work much better for your hair if you did a side swept stile where you go with the grain of your scalp instead of trying to against it
a top stylist or barber would observe things like this and advice you accordingly but desu even as a hair stylist myself, I wasn't really taught about this during training, it's something I learned by observing closely, caring and wanting chefs kiss results each time, it's not a thing your common garden variety hair cut will take into consideration because it requires lengthy consultation and assessment of your clients hair and goal aesthetic, which is time intensive, something most people working on a tight schedule in a salon simply don't have room for

that being said; if a slicked blended undercut is out of the picture, what would you say to a mid/high-taper middle part?
I remember when I tried the undercut before and sometimes I would part down the middle on its own and I didn't exactly hate the look but I don't know if it would've been a proper haircut based on my hair attributes

mid high taper might be better suited but it's impossible for me to truly tell without being able to look at your hair growth pattern from all angles and move your hair to see how it naturally wants to fall but if you say it parts naturally in some area, thats definitely what you want to work with, the number one rule with any hair style is to work with your hair, not against it unless you're willing to put in a ton of work and effort to dominate your hair on a daily basis, which usually requires lots of heat and product to cement it in place
if you want something effortless and natural, wash your hair, comb it, basically shake your head and see how your hair naturally wants to lay
observe closely how your hair follicles are growing out of your scalp and you'll see that sometimes they come out at an angle, sometimes they come out straight up and that will determine how your hair falls in that area
you then have to find a hair cut that seamlessly incorporates that swirl pattern and you'll be able to get to that point where you can just shower, put some product into your hair, run your fingers through and have your hair look like it was professionally styled each time because it does exactly what the hair cut intends it to do
thats the difference between an npc haircut and masterful craftsmanship and it's about details and giving a shit, just like with well constructed clothes
as with all things, you generally do get what you pay for but paying a lot unfortunately doesn't always ensure top quality
you can try uploading more pics of your hair from the back/front/each side and maybe top and I might be able to give you more accurate recs but I'd say your general idea already sounds much better suited to your growth pattern
your hair ok that side of the pic you posted naturally wants to grow forward and up, so thats what you should aim for

see how brad pitt has rhe perfect hair growth pattern on this side of his head for a downward slick back faded style because his hair grows in a downward backward spiral, also notice the sharp change of direction in the area where his hair would naturally part if longer
with jake gyllenhaal, you can see how his hair in that area grows forward and downwards, if he tried to slick it back and up, he'll always have it stick out weirdly
now you can google what these guys look like with different hair cuts and lengths to see how that growth pattern affects what works and what doesn't

I can see what you're saying though about the natural flow of the hair based on the follicles and cowlick. It's primarily why I haven't really changed this hairstyle for the last 6 or 7 years or so?

yeah you can see how the hair in the from naturally falls that direction because it grows that way, thats a good direction for you
it's really just that you don't have an ideal growth direction on the side for combing the sides back, at least on that left side in the pics, you can see in this second pic how the hair fights it and stands straight out because it wants to lay forward
your options are to either cut it extremely short, basically shave the sides, change your combing direction with the grain or grow it longer and wear it in a less formal style because you have to consider that length changed the hairs weight and spring, at this short length it's like bristles and you have very little control over the direction of springy bristles if you want them to lay against the grain
personally I'd experiment with combing with the growth direction or growing the sides longer too
some sort of layered mud length flowy cut is much more forgiving when it comes to growth direction than these type of short cuts

when I was younger, my first official "haircut" in High School was long hair like that... I just let it grow for 4 months and didn't touch it (like many high schoolers did in the 2000s). I just didn't know anything about getting it cut properly so I buzzed it lol
