There was a time in the 2000s when cargo pants were far more common. They experimented for a while making the cargo pocket smaller, moving it around, etc, before it got generally phased out
You have to look really athletic and confident to pull off cargo pants, otherwise you either look like a redneck in operator larp or a nerd who never grew out of his cargo pants phase during high school.

Cargo pants fell out of fashion because slim and skinny jeans took over starting from the mid 2000s, not because people thought cargo pants were lame or something. Cargoes were always associated with skaters, streetwear and outdoor activity.
