Oh course he's wrong.
You can replace lifting almost 1:1 with zone2 training in terms of time if you keep rests on the low end. But you cannot replace vo2max training with lifting and this is per minute the most cardiovascular improving training there is and the one you need to do the least of. Like even 10-15 minutes a week of just gradually working up to redlining it is enough as long as there is enough zone2 activity in the rest of the week to prevent regression.

I am not a proponent of zone2 training or even calling it that but if you want to be understood you speak the language this board speaks.
He's talking out his ass but Doug McGuff (MD) would be the most modern equivalent. His idea of cardio is really long concentric and eccentric machine lifts just to surge the hr using the venous pump from contractions to force the hr higher by a diffent method than cardio. There can be a lot said for this method because it allows people with heart conditions to do "cardio" but it's not really better in healthy people would could do either.

Yes. If you only do running for cardio, you're limited by the condition of your legs. You could use weights to perform cardio with every muscle, sequentially, for better results.
Your body cannot tell the difference between a sprint with the legs or a sprint with the arms, back, etc.

Running is indeed one of the least efficient ways of improving cardio specifically though, swimming is superior in all aspects possible
And if swimming is not an option, most machines (stairmaster, air bike, elliptical machine, rowing machine) offers more efficient improvements

Because they take long breaks between sets specifically to allow their heart rate to go down. Arthur Jones thought that you should do your entire workout with no rest between sets, like one circuit with a bunch of exercises of only 1 set.
