Also I do not do any cardio I just sit around all day and eat. I do not try to lose weight my body just wants to stay at this weight no matter what the fuck I do.

I had the exact same build when I was your age.Took me forever to gain muscle but you will get there eventually. Try to hit the gym as often as possible and eat clean. Bodyweight training was something I got good at fast and it helped me with first results, maybe try that.
