It was trying to do a three day per week full body strength training routine with minimal rest between exercises (no rest if possible) to try to get all the benefits of strength training and cardio in one workout for the average person (non-body builders). Whereas Mentzer understood as a bodybuilder that he had to do dedicated cardio and did cardio as part of his routine in order to get and stay in condition for contest.
