Weights don't build any kind of aerobic base

Think about how long (or short rather) of a time your heartrate is elevated when you're lifting weights

It's essentially while you're lifting, so anywhere from thirty seconds to a minute, and then descends as you rest

It's a bit better if it's a circuit like how arthur jones had set up his machines to do twenty sets in a row but it's still not as good as running for an hour if you're trying to improve your endurance

He's making a disingenuous comparison and is wrong about the speed and effectiveness.
You can modify almost any activity even walking to use anaerobic pathways if you make the conditions hard enough. Which has more profound vascular and metabolic benefits than steady state cardio. But like lifting to failure with compounds there's only so much of it you can realistically do in week before you have incorporate a base of less intense stuff to prevent regression.
