The calves primarily comprise type I muscle fibers (100% in some people, hence why they can't grow calves at all), and it is type II muscle fibers that respond better to anabolic steroids and strength training.

Also the few people who do work calves do low weights for dozens of reps when you should be training them like any other muscle. Same goes for abs

Calve size is mostly genetic. I have pretty much always been skinny/lean and have always had nice thick calves. Its the one muscle group that I have never had to train at all.

Muscle development also depends a lot on genetics as well. A buddy of mine went on a TRT cycle and his back and hamstrings developed the fastest even though he mostly just trains chest and arms.
