I would suggest that our modern lifestyle has made it possible to live while doing almost no cardio at all, while most people build a small base of muscle just by existing. Strength gains come more slowly because you're already "strong" from just picking up your groceries once a week and wiping your ass. Cardio gains come quickly because your cardio conditioning was so so so bad. They're also not really comparable, as you'll pretty quickly hit a max cardio state where you just don't need to pump blood better, and can do it for as long as your body has energy available.

When I started running I got to 90th percentile times way quicker than I got to 90th percentile lifts despite putting much more effort into lifting. I wrestled when I was in high school, and my teammates and I all did the same training. Some kids gained strength easily, some gained cardio easily, some gained both, and some gained none, so genetics are powerful

I started doing a couple cardio sessions a week and within a year I could put a pace on people had had people commenting about my good cardio.
