They should be at least fit enough to do 20 loaded push ups and 10 pull ups in their regular loadouts for the average soldier.

Manlets are pretty useful in armies for logistics for every 6 or 7 of them you can afford to feed an 8th compared to normal men. They tend to survive injury less which is also better it's literally cheaper to train a new one than it is to care for a wounded one.

Only thing I'd add is long range movements and forced marches under load for sustained cardio and endurance abilities. Doesn't matter the environment, it's always going to take walking under load to infiltrate certain areas and targets, and to clear and hold areas inside and outside of urban areas.
