It's true in theory but unless you're wearing the worlds most accurate fitness tracker and measuring every gram of food and oil you eat you're probably never going to nail down your tdee to a +/- 100 kcal window. Covering that with 300 kcal over is just safer. Also while we're at it you don't have bulk for 6+ months to have the gains "stick" like retards used to say. You just ease up a bit a week or two before going into a cut and consolidate to a lower volume higher intensity routine .

If you trust le science, then studies show that bulking works really well, as long as the surplus is not too big. A surplus as little as 200kcal can already be enough for optimal muscle growth with minimal fat gain, but the rule of thumb of up to 500kcal surplus still holds true. Excessive surplus way beyond 500kcal typically leads to not much more muscle growth but considerably more fat gain.
