Gelatin can be dirt-cheap, and you can give it nice flavors and taste with fruit juice and whatnot.
You can combine it with sugar and a thickener and make protein powder candy.
Gelatin protein is usually much less processed than whey powder.

Still, it doesn't beat just drinking raw eggs when it comes to cost and protein quality.
