Mentzer mostly said what Arthur Jones told him until he started going progressively more off-script.
Jones was a nutter and a conman but he did try a lot of things and got a good idea about from that. Nautilus machines were a huge step forward with resistence curves. The 2 sets to failure (of two diffent exercises) was also pretty spot on.

I don't think the diet is all that bad 25% protein is like a 500 kcal (125 g) on a 2000 calorie diet. People lifting and exercising and weighing would be probably about 150-175g. It's enough to build muscle on considering the frequency of the routine it could be better sure but it would work. You're making it or losing it over +/- 30g unless you're cutting.
