You don't need a pair of dumbbells - you only need one dumbbell. Costs half as much.
But if you still want a pair - buy spinlock dumbbells, you will be able to move plates to single dumbbell when you are doing heavy DB rows.

No, you can't. Water has too low density. Concrete is better but still weak compared to iron.

I trained with water jugs in mental hospital, but you can only train few muscles with that. If you try to row water jugs you won't feel anything in your back, you can do 100 reps.
So dumbbell is necessary.

This. I got them because they were cheaper and you can add smaller weight increments but they're such a hassle to adjust that I find myself choosing whatever cable or barbell alternative to the exercise I can find.
