You'll have to cut a lot more to bring them down. Fat in the stomach is often the last to go.

Though you're better off building up your core/obliques to bring it line with your hips

You want to build the core anyway, so focus on your back and lats to build your v. You shouldn't neglect part of your body to prop up another. Give every muscle some love and adjust focus accordingly <3

Totally happens and is normal. Just remember muscle growth is gradual and there's always room for adjustments. Plus, since the rest of your body is also being developed, it all evens out
