At 18 your natural testosterone is at its highest. Eat right (1.4-2.0 g of protein per kilogram of bodyweight), lift hard and do cardio. Lift minimum 5 days a week. Bro splits or push pull doesn't matter as long as you do it. In 6 months to a year you won't look like a victim/Mike Wazowski

Start lifting and doing cardio, only eat meat, eggs and milk mixed with protein powder. Count your calories on one of the many sites out there and keep a caloric deficit. That's pretty much it, but you'll have to be consistent about it. At your level, even some crappy program like PPL twice a week will work. You'll know your body enough when you realize that you need to change programs in the future. Try to keep it simple, but as I've said, keep it consistent.

Do some resistance training retard. Just about any routine that includes a pushing compound and a pulling compound would fix all your problems. If you have access to a gym, do some kind of bench press (machine, barbell, dumbbell etc. it doesn't matter) and rows/pulldowns/pull-ups. Add lateral raises and curls if you want bigger delts and biceps. Try a few exercices to if you like them, like OHP, dips, triceps extensions etc. Do whatever for legs. If you don't have access to a gym, start with doing push-ups and pull-ups at home, and buy some dumbells. Just train decently hard at least twice a week. But you already knew that, just get to it.

if you dont want to look rapeable to men you should focus on getting a V shaped upper body. Do normal upper bod and push pull days and hit lats again on pull day. whack out lateral delt raises 3 days a week, front delt you can do shoulder, rear delt do on the pec deck. you can find good info on everything else online. i would add in russian twists or your preferred weighted core excersise to assist with toning.
