Yes, 2 groups of muscle are too strong compared to other opposite groups that are too weak.
In APT case it means that your core and glutes/hamstrings are weak.
You can try doing single leg RDL with no weight, if you cannot do it with perfect form, then the solution is simple, simply learn how to do it with proper form then add weight.
