Ok it does a bit, but if you had two groups, one doing PPL and one doing anything else and they both put in the same intensity, time, followed the same diet, got enough sleep, you wouldn't notice a difference.

I feel like I have the opposite problem. My arms get pumped to the point of feeling like they will explode when my lats or chest barely start getting blood flow. My arms are highly stressed by a PPL routine. Also your disctinction between "proper failure" and failure via exaustion sounds like completely nonsense. All muscle failure is due to exhaustion

Physiologically, it makes very little sense that the body completes a process that takes ~48 hours, replenishes all necessary building blocks and then randomly decides nah, I'm only doing that twice in a row, not three times.
CNS and tendons etc. are a different matter but then powerlifting 4x per week would be much worse than 7x per week high reps on machines
