Basuc tenets are LIFT HEAVY and BE CONSISTENT. Don't do shit like 15lb dumb bells, try to aim heavy like 30-45 lbs.

Butt size may also be genetic. In this case, your next best option should be increasing overall muscle mass of the legs, especially the hamstring (achieved via RDLs).

Also, progress takes a while.
