Does resting 2-3 minutes actually give any benefit?

Ive noticed when im chatting to people at the gym and i take like 10 minutes in between each set, that each set is so much better..

If time isn't an issue (im a NEET) why cant i just do 10 min rest between sets? or is there some kind of magic that you should do it with a max of 2-3min no matter what even if it means the set isn't as good as waiting 10 minutes?

Muscles grow as a result of time under tension. The 2-3 minutes is to allow enough rest and oxygen to the muscles to continue the exercise, while still maintaining a state of tension.

Taking longer breaks takes away from that,and most of us have a schedule to keep and don't want to spend that much time just sitting around or talking to people.

Basically you can do a few important exercises, and rest as long as you need, or you can do a million unimportant exercises with minimal rest
This is basically the two approaches to lifting right now.

For maximal effort sets optimum rest time is 8-10 mins between sets. That's why maxing out takes so long. You get close doing singles at 80%+ working up to your max and you need time to recover.

When i do 2-3 minutes max rest, my performance is nowhere near as good

Quality reps done with heavier weight are always superior to resting for short periods of time and then having to reduce weight and have shitty quality reps, no?

If it's under 2 minutes it's almost continuing the same set. Strength will be significantly lower if the previous set was a good effort. 4 is good for separating them physiologically. Or you can do only one set, unironically, and do another tomorrow or the next day.

Going to the gym is pretty much the only time i get out of the house, so i dont mind staying there for 2 hours to finish a session i could do in 30 minutes

If you're training compound exercises near your 5RM, you will simply be unable to rest less than 8-10 minutes for lower body and 5 minutes for upper body. Isolation exercises in your 10-15 RM range will take considerably less, about 3 minutes, and I suppose it might be detrimental to rest more than that.
