Flared ribs are a neurological problem. You learn to move certain ways and you stuck in postures and movement patterns because of it. You fix it by seeing a PT and paying him to train you address the systemic problem with a personalized approach.

Breathing through expansion of the ribcage is normal. BTW, the guy in your pic has a wide ISA. They have a tendency to breath through the belly, hyper-extend the spine, and to keep their ribcage in external rotation contributing towards rib flare.

Yes. Ribflare is just a symptom of a postural problem and fixing it is done by teaching you to move and stand differently. No. Grinding away at situps or some other ab exercises won't fix the problem.
