Some variety is helpful too. Have you tried doing 20-30 sets of lateral raises (dumbbell, cable, machine) a week? Are you going to failure each time? Are you going beyond failure? I love myo-rep matching on lateral raises, but standard stuff like drop-set is also very effective. You delts can recover from more than 9 sets of week. Don't double your volume overnight tho, it's best to lean into it progressively.
