From a raw work completed perspective, what you're saying seems correct but just like a twin turbo 2.0 4 banger needs to redline to put out 300hp, the higher the effort for reps, the more exertion/cellular output is required burning way more energy
This doesn't even take into account the energy of reparations for damages caused by the high exertion

From a physics perspective, getting as much lean mass as possible is largely making the body as inefficient as possible through completing total work as inefficiently as possible
