I'm currently underweight right now (bmi is 17.4) and I'm struggling to get rid of this little bit of fat around my stomach area, it's like stubborn fat, it's not as defined as I hoped it would look, should I build muscle or lower my weight even more? Any more weight loss and i will look anorexic, I don't really mind, though, just want a flat stomach.

I've been in your situation. You already have a very low body fat percentage, but you don't look lean and defined because you have no muscle. When you build muscle, you can look leaner even with a higher bf%. Problem is, at your low weight you'll probably need at to gain like 10kg of muscle for that, which will take 1-2 years.
Losing more weight will not help you except makiing you look sick and unhealthy
