For muscles that have a harder time growing you'll need to give them more work and you can't slack on intensity or volume for them at all. Pec dec gets just as much love as bench press now, if not more, and drive all your sets on it to grinding failure. Throw in techniques like drop sets too and push those to the limit. Your delts you can put on an easy routine and they'll grow great. You gotta go to war on your chest. I'm in that situation with triceps. Dogshit tricep genetics. Every time I work them they get taken to the depths otherwise they don't grow and they're quick to regress
