The key is to allow a good deep stretch at the eccentric in both exercises. Take good care that you are not collapsing your back instead of letting the traps stretch during the shrugs. Use straps to get some real weights going in both movements. One large set for Krocs, some set of 8s for the shrugs. You'll likely accumulate 50-75 total reps per week in each of these, set a threshold in this range and increase weight when you cross that threhshold. Overhead presses, weighted pullups and dips, some isometric neck work. Eat a large caloric surplus for the hyperbloatian aesthetics
