I can usually get ON or Sports Research chocolate whey for a better deal when it's on sale (which I just wait for anyways since I don't consume whey that much).The problem with unflavored whey is the facts that it's healthier which means people will pay a premium for it even if it theoretically should cost less. It's like how steel-cut oats cost more than rolled oats or sparkling water costing more than soda.
