I'm 110 kg (243lbs), 185cm (6'1), 35% body fat, chest fat, I'm 18M.

My goals may seem unrealistic but I baldly want to achieve it. I'm gonna be delusional.

1. How do I go from 35%bf to 12% body fat with veiny abs?
2. Is it possible to completely have no saggy chest or loose skin?
3. Is it possible for me to get a little bit taller?

Don't worry about body fat percentage. Visual guides and at home measurements are wildly inaccurate. Just lose weight and gain muscle until you look good. Do that by watching your diet and lifting weights.

Your chest looks like you are both fat and have gynecomastia. Don't try and think about your chest until you lose weight and gain muscle though. It's hard to tell when you're so fat. If you do have gynecomastia you'll need surgery though
For loose skin its completely doable as long as you lose the weight while you're young. Its very tedious though. You want to try lose weight very slowly so your skin has time to adapt. Also make sure you lift weights and eat tons of protein so you gain muscle that helps fill up the volume. While you're at it introduce animal skin to your diet (eat skin on chicken for example) and make sure you have enough essential vitamins so your skin stays healthy.

If you have bad posture then fixing it might make you a little taller, but for the most part not without surgery.

How should my splits be at the gym? Should I go 6x a week? I'm planning to train chest and legs twice a week and all others once.

I came to know fat people have good leg muscle as they carry the weight so maybe I can have a aesthetic legs if I trained it well

I'm partial to upper lower which is typically a 4 day split. You could do cardio on the other 2 days. The truth is that for most beginners it doesn't really matter what program you do as long as it has built in progressive overload and you consistently follow it.

The only split I'd really recommend you stay away from is a bro split because those rely on beating the absolute shit out of the muscles you are working in a given day such that it takes a whole week to recover, which isn't a good idea when you're a beginner who needs to focus on learning correct form and technique as much as gaining muscle.

Caloric deficit and train hard. But 12% is really low and unsustainable in the long term for most people.

Lose weight slowly (1kg/week at most), train hard, eat well, stay hydrated, and have good genetics.
It looks like you have gyno, you’ll need surgery if that’s the case.

Run every day, especially when you don’t want to. Increase distance as your body adapts. Run slower pace and go longer distances over time.

Then no matter what you eat, you’ll lose weight.

You can do this in 6 months if you’re serious about.

Women will start giving you attention in 3.

I lost 15kg in 40 days by walking 5km everyday (1 hour) and eating at an extreme calorie deficit, <700 calories per day. Just salad and boiled eggs to go with it.

The math all adds up, if you are on a calorie deficit of 2000 per day that's 0.25kg of bodyweight/fat you lose per day.
