Anything up to 315 (1rm) for a non manlet can be done with a small chest.

Someone whose benching 3-4 days a week in the 3-6 rep range with minimal accessory work will have a small chest relative to their bench, atleast in the intermediate and advanced range. If you're repping out 315 for multiple sets you will be big.

Dont powerlift. Ignore powerlifting routines and diets. Dont fall for the "bulking" meme. Dont squat as often as you train upper body. For example, if you work out 3X a week you should be squatting only once, if at all.

If you're bouncing it off your chest while using 4 sets of goblin elbow sleeves and some gay slingshot, or you're arching and literally move the bar and inch, that is absolutely not the same as doing a slow and controlled full ROM rep. One actually works the chest while the others are just a bullshit ego lift

If you do legitimately bench 3pl8 none of that bs you'll have a developed chest. It might look like shit though if you have crappy inserts. As for OP pic, he doesn't have a lacking chest, he's just way too high bodyfat to actually see the muscles. You tend to look less muscular even when you're bigger at high bodyfat, unironically lee priest was right when he said the 15" ripped arm will look more jacked than the 20" flabby arm

"Strength" training isn't even about strength, it's just swinging around weights while being morbidly obese. Ontop of cheating to swing more weights. Like using straps or limiting ROM. The logical end point of Powersharting is getting somsone else to do the lift for you. Hypertrophy training is actual strength training.
