Basically doing pull-ups on these doesn't count? especially if the bar is at a low height to begin with?
Is muscle built with any of these or is it necessary to buy an actual pull-up bar?

If its high enough that yo can be hanging from it without touching the ground then your muscles wont care if youre doing pull ups on a clothes line, a pull up bar, or the trans-atlantic pipeline. Just make sure you can start from a deadhang.
You can cross your legs, just make sure to keep them crossed the whole time if you do

Do you mean to ask if the height of the pullup bar relative to your head (on the ground) is a relevant factor in the efficiency of a pullup performed on that bar?
If so, sort of.*
*It isn't actually the height relative to your standing height that's the problem per se, so much as it might prevent you from "hanging" from the bar if it is more than 1 calf's length (roughly) below your head, which prevents full range of motion of the exercise.
It is not necessary to buy a product labelled "Pull-up bar," but that is the easiest way to satisfy the requirement that it be made of steel and be capable of being mounted in a way it will support your weight. If you're confident you can install something else which will allow you to do this somewhere with enough room to hang, go for it. Pullup bars are cheap though.
