Don't get too fat when bulking, won't yield extra gains. Commit to a calculated lean bulk and you should go from very lean to normal. I'm at my heaviest right now and I don't really look fatter, just have less definition in my abs and some rolls form when I bend but that's it

Honestly you just need to train for longer and probably train smarter too. If youve only been doing this 2 years or so then don't expect to have 18" arms. What's your split like bro?

It sounds like you're dirty bulking and gaining more fat than you think, then when you lean out your arms are losing that extra padding. You can easily lose an inch off your arm just going from 20% bf to 15%. Either that or you're not training hard enough when cutting, or just crash dieting, and losing muscle because of that.
anyway some advice
>train as hard on a cut as you would on a bulk and still try and get the most out of your training every session
>do a lot of direct arm work - curls, preacher curls, seated incline curls, skullcrushers, tricep push downs etc - ignore the niggers who say compounds are enough for arms, they all have spider physique
>don't bulk to the point you're legit out of shape with a massive belly. And on the other end don't starve yourself when cutting. just don't chase super fast results on either, be patient

Biggest I ever got on a bulk was 34" and I promised myself I will never get that fat again. Got so fat I split a good pair of trousers. Most ill go now is 32" but most of the time I stay around 30". it goes as low was 28" when I'm really lean, at 6'1

Have you considered simply not eating like shit while "bulking"? or actually working out to maintain your muscle while "cutting"?

bulk or cut, u should still be able to get 16"+ arms if you are 5'7" range and 17-19" while beaing 5'10"+ and lean. 15-17lbs weight loss usually takes about an inch off ur arm. the best is about 15% bf and ur height in cm - 130cm arm girth minimum, not pumped.
