my cutting phase hit a plateau? i got to the point where if i lose a few pounds my arms look too small but i got a belly fat and at least 20% bf should i cut or just stay at mainteance (5'10 185lbs)

Just keep cutting, loser.
As long as you keep lifting while you cut and get enough protein, you won't lose arm size.
