How do I become more disciplined and stop procrastinating on starting my workouts? I just end up scrolling Instagram or 4chan for hours bros and waste so much time. Especially when there's nothing else I need to do

You need a ritual that you do before each workout. It should be something simple like warming up with some pushups or taking preworkout.
Then whenever you do the ritual it just feels wrong if you don't go and work out.
