You gotta have a lot of reheatable food and to eat more than you think. Don't measure lbs gained until you bulk for at least a week and put on 5+lbs then it evens out and allows you to recover faster and handle a higher workload, the pump is noticeably better are indicators.

If you've never gained 20lbs without cutting what are you even doing? I go up and down about 10-12lbs due to hydration+high carbs. There's no real reason to keep carbs low anyways assuming you time it around lifting and recovery.

You should be at your natty peak by 30 the latest, after that you just lift twice a week to maintain and focus on HIIT cardio (swimming and cycling) to not go over 15% bodyfat.
After 30 your body is already formed. If you don't look good by 30 then lifting won't help (unless you chemically castrate yourself with PEDs, but we all know and agree that roids are for losers).

If you do a really deep dive on what "PED" means, you'll see that the androgenic ones indeed pose castration risks with long-term use, but lots of others don't and even include plenty of random normie food chemicals like baking soda and caffeine.
