Totally normal, pecs pull the arm down when it's above horizontal almost as much as lats. Lats take over below horizontal.

Not him but if you bring the arm down from an overhead position, the first half of the movement has a lot of chest involvement. That's basically it.

the shoulder involvement doesn't bother me, but how does one maximize chest involvement? and is the dumbbell pullover not a partial range of motion regardless, like I want to stretch and squeeze my pecs but I can't get a stretch in the overhead position and I can't squeeze it when the dumbbell is on top of my ribcage. It doesn't seem like an efficient chest exercise.

Even though chest is actively involved, there should be no DOMS. Most of the times, DOMS is caused by the stretch

one time i did heavy weighted chinups and my quads were sore the next day

If I take a few weeks off lifting, I'll get doms even though I can still do 10 pullups easily. To op's point, I can't imagine getting pec doms from pullups but I know from experience that I can't do pullups with pec doms.
