They probs have plenty of western tech and those near the borders can probs get single if there are cell towers nearby. 1 country cut there internet off not so long ago but I think it was the whole country and not just civillian. Depends what infrastrucre they have and how developed it is. Iran have some good hackers and intelligent people so people could bypass if the supreme leader tries to keep goverment internet on and people on the inside may keep some parts open for civilains. Hard to know as not many of us have been to Iran and are not on the ground.
