I don't know if I'd call that a "proper" deinterlacer but it's one of the most popular methods known as Yadif 2x.

To really do it "right" you'd need actually display it as simulated interlaced video instead of deinterlacing. This is possible with modern displays by putting black lines between every line of video, on alternate lines. This will cause a dimming effect, but modern displays have high enough brightness to compensate.
My gut says you also need 120hz+ on the display and possibly BFI to do it "right". Or even use something like CRT-Beam-Simulator.
