Why is this even an argument? US Laws and DMCA are very clear about shipping products with copyright and royalties involved unless there are direct deals involved, and not including codecs is pretty much the standard of all operating systems, you want proprietary royalty codecs? Pay or install them yourself.
Anyone using Windows, macOS has done it, or how about supporting open source and royalty-free codecs instead of complaining? Same people that says "I don't want to be tracked" while installing Steam and VS Code.
Sure, the Microsoft/Apple store offer access but Fedora also offers Flathub access. You need a custom package to add a repo? You would have to do the same with winget, cholatey, brew, etc. Installing codecs takes you a minute.
First install rpmfusion repositories
sudo dnf install https://mirror.fcix.net/rpmfusion/free/fedora/rpmfusion-free-release-$(rpm -E %fedora).noarch.rpm https://opencolo.mm.fcix.net/rpmfusion/nonfree/fedora/rpmfusion-nonfree-release-$(rpm -E %fedora).noarch.rpm
